Wraparound RVA began in 2016 when war veteran and MBA graduate Jo Anne Hall transformed her own transition challenges into a mission to guide fellow veterans and underserved neighbors toward stability, wellness, and renewed purpose.
Our model unites veteran and affordable housing, HUD-connected counseling, credit restoration, and wellness with culturally vibrant venues like Richmond LIVE and Battlefield Protainment, creating active mixed-use spaces where residents heal, learn, work, and gather together.
As an SDVOSB, WOSB, sWaM, SAM-registered federal contractor and eVA Vendor, we align lived veteran experience with strict procurement standards, giving agencies and partners a reliable, accountable ally in community impact.
Jo Anne Hall, Founder & CEO
War veteran, MBA graduate, and real estate development scholar, Jo Anne Hall created Wraparound RVA to close the gaps she witnessed when returning home, where housing, benefits, and healthcare support were hard to find. She now guides our veteran support services, housing initiatives, and cultural projects with a rare blend of lived service, business strategy, and digital filmmaking experience. As a Service-Disabled Veteran-Owned and Woman-Owned federal contractor, she speaks fluently with procurement officers while remaining deeply present with veterans and families seeking a safe, clear path toward stability.
