Jo Anne Hall is the CEO and Founder of Beautiful Soldier Enterprises, LLC, operating as Wraparound RVA. She leads efforts in community infrastructure, affordable housing, and holistic wellness networks in Richmond, Virginia. A war veteran, Jo Anne holds a Master of Business Administration and has formal training in digital filmmaking. She plans to begin a Graduate Certificate in Real Estate Development at Fordham University in 2026.

Jo Anne also serves as the Operations Manager for the Credit Restoration Institute, where she coordinates financial literacy, credit restoration, and mortgage planning workshops. She manages the Richmond LIVE Urban Cultural Center, overseeing strategic design, corporate partnerships, site coordination, and reopening plans for this downtown cultural hub.

As an independent filmmaker and showrunner, Jo Anne has distributed her work across multiple streaming platforms. She also engages in public speaking and community advocacy through her own LLC.

Her key projects include developing a micro-urban co-development model called The Urban 90's Experience, collaborating on permanent housing proposals like the Coalter Commons Voucher Conversion, organizing veteran learning initiatives with state agricultural networks, and directing efforts to preserve urban recreation assets such as the Richmond Coliseum. Jo Anne has successfully coordinated large-scale community events, including memorial services for 100 guests.

She holds certifications as a Service-Disabled Veteran-Owned Small Business (SDVOSB), Woman-Owned Small Business (WOSB), and Small, Women-owned, and Minority-owned Business (sWaM). Her contracting credentials include registration as a Federal Contractor, System for Award Management (SAM) certification, and authorization as an eVA Virginia Vendor and active VA Vendor.
